Rename mattertimesync role to mattertimectl (build + controller)HEADmain

- Rename role dir and all vars from mattertimesync to mattertimectl
- Rename the server subrole to controller
- Build via cargo instead of npm; run the binary directly (no node)
- Default fabricLabel to "Matter Time Controller"
